Nigeria Police Recruitment Suspended - what does this mean?

We hear words like "federal character", "community policing", "rank and files officers" and others.

What do these mean?


Federal Character

The “federal character” principle, which has been enshrined in Nigeria's Constitution since 1979, seeks to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country. view source

With the above excerpt would one think that that is the best approach to recruitment.
Well if the government want to go by quota and not merit it should consider the effect on the nation with regards to security.
I think a balance should be struck between both measures with great consideration given to national security but again are nigerians willing to do things right for once?

Community Policing
Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities.

The Inspector General of Police, Solomon Arase, has proposed community driven policing as part of an alternative plan to effectively curb insecurity in Nigeria, saying an effective community driven policing would also help tackle inadequate man power profile in the Nigeria Police Force.

I wonder if community policing will make the words "the police is your friend" hold any more value than it currently does.
Well, currently police traffic wardens in conjunction with tauts have built a firm relationship with road transport workers by extorting money from them for loading and offloading at bus stops. I hope the move for community policing helps improve this situation amongst many.

We hear Mr. A said Mr. B did not say and the "says" go on but what exactly do they mean by what they are saying and what are the implications of the various view points and opinions of the parties involved. Moreso, how juicy are the benefits that attracts such attention.

“How can you do community policing if for example, a state like Bayelsa with eight local governments you give them 240 policemen and Kano with forty four local governments, you give them two hundred and forty policemen.
“How can they have community policing because there in Bayelsa, they will have 30 policemen per local government but in Kano they will have five or four per local government.

Well nice point there but what are the financial and political benefits of a state having more policemen than the other.

I will say more police men mean more Jobs for the unemployed of the state. That mean more money flowing to such state and fewer unemployed.
Least we forget the struggle is for 10000 personnels Who gets the most of that pie that is what I see the rest are just beaureaucratic reasons for getting a larger share of the pie.

Moreover, what of a scenerio whereby a state is allocated more slots than they do actually have qualified persons to fill what happens.
Do the interested senators and police officers push some persons with the power bestowed on them or will such slots be reallocated to states with more qualified persons and less slots to fill.
